NORFOLK - A disturbance call led to the arrest of a Norfolk man at 309 North 9th Street around midnight Saturday.

According to Norfolk Police Captain Mike Bauer, the reporting party advised that their neighbor was screaming loudly at the tenants of another residence on Prospect Avenue. He was yelling about people being naked.

Officers had contact with 63-year-old Joe Kleve who was outside yelling and disturbing the neighbors. He was issued a citation for the disturbance, but wouldn’t sign it and retreated back inside his home.

Officers left the area but returned about ten minutes later as Kleve had again come outside and was yelling. Again, officers had contact with him.

This time he was arrested for disturbing the peace and second-degree trespassing.

He was housed in the Norfolk City Jail and later transferred to the Madison County Jail.
